{UAH} Is this true? Uganda had no president in 1962?

According to Odoobo Charles, Mutesa did not become president of Uganda until 1963.There was no president. There was an executive prime minister, Milton Obote. Even when the president and vice president were elected by Parliament in 1963, they only had titular authority as head of state the way queen of England is or Canan Banana was in Zimbabwe, or the way it is in Israel today. Real executive authority lay with the Prime Minister who was the head of the party with majority seats in Parliament, just like it was in Zimbabwe and has been with Netanyahu.  During the time of self government when Ben Kiwanuka was chief minister,  the head of state was the colonial governor holding power on behalf of the queen of England. 

Obviously the Kabaka misunderstood his authority as president which is why there was a clash with Obote leading to a new constitutional order in which the two tier system was done away with. It ended the same way between Robert Mugabe and Canaan  Banana.

So what the President was then is what the prime minister is in Uganda todsy, only a titular head of government business while executive authority rests with the president. 

If PM Rugunda today started behaving like he is the head of government,  you can bet where he would end in the shortest time possible."
