{UAH} we are a shillings economy and payments to locally purchased services should be made in shillings

Landlords say, they charge in dollars because they get off shore loans in USD and thus can't risk the fx fluctuations if rent is paid in local currencies.Just wondering, how about the tenant who earns in UGX and have to pay rentnin USD , don't they suffer from fx fluctuations? Who is being selfish here

New vision of 13th February 2019 got a solution for such landlords .  Its a bill, it has some challenges as well, annoying of a tenant was not explained.Tanzania managed to stop this nonsense, if authorities were willing this issue should have been settled already .How I wish tenants would boycott renting from such landlords and take business to the suburbs. The city center is too crowded yet there are prospects elsewhere.
