CORANAVIRUS AND THE ECONOMY
Through his Finance Minister, Mr.Museveni has asked Parliament to authorise borrowing of $100,000,000 ( one hundred million US dollars) to finance mitigation measures against Coronavirus. On his side Dr.Col.Kizza Besigye has proposed that this is the right time to use the Country's reserve fund and also reallocate parts of the money allocated for Security and Military to the Health Ministry plus waive taxes on items that are crucial for prevention of Coronavirus ,Mobile money,service industry, Communication including internet taxes plus centrally restructuring loan and decreasing loan intrests by the central Bank. Which of the two is the best option?
