{UAH} If Amama Mbabazi got only 1% of the vote in the 2016 general election

If Amama Mbabazi got only 1% of the vote in the 2016 general election:
1) Why did M7 give Bakiga the largest number of posts in his post-election cabinet in 2016, more than any other ethnic group?
2) Why does M7 continue to hold private meetings with Mbabazi to discuss top matters of state?
3) Why does Mbabazi's appearance at an NRM event cause so much national discussion or a photo of Mbabazi at M7's farm become the main topic on social media and in the mainstream media?
I'm waiting for intelligent people with analytical minds to tackle these questions.
