A PATRIOTIC OPEN LETTER TO H.E MUSEVENI ON COVID-19 OUTBREAK IN UGANDA:

Permit me Your Excellency to Thank you on behalf of your Fellow Country Men & Women upon so far preventive Measures you have show cased against this deadly COVID-19 PANDEMIC. This fight against pandemic is collective Citizenry fight, thus, allow me to share my mind with you.

Your Excellency, you will note that on 23rd February 2020, Italy had only 5 cases of COVID-19 and zero deaths but after 30 days as we talk now , it has over 60,000 cases and 5400 deaths and of recently over 600 deaths each day. This was attributed to negligence of Citizenry and Government not putting very strict preventive measures on time. They are now paying high price ; the Health sector is over burdened, loss of lives increases each day. Every thing is in limbo.Indeed as I submit, Italy has surpassed China by the deaths caused by Coronavirus outbreak. We must exigently put up strict measures not be " Italy of Africa"

Mr. President; due to your Military formation and being at rank of General and Chief Comander; we propose that you apply Military approach, this fight against pandemic is not Political. It's live or die fight. In book of " Art of War " by Sun Tzu; General SunTzu recommends that an enemy must be attacked in surprise way, the speed must be like of lightening Thunder. Factually, our speed to attack this invisible enemy [COVID-19] is very slow, which may make an enemy to reconnaissance our weaknesses and put us out of action. Your Excellency ; as you will analyse my Nom de guerre as Ho Chi Minh who was great Revolutionary of 20th century in Asia-Vietnam, allow me to to submit to us to revolutionally generate NEO NATIONAL RESISTANCE ARMY TEN POINT STRATEGY AGAINST
CORONAVIRUS SPREAD which can go extra mile to mitigate the spread of COVID-19:

(1) Suspension of public transport for 14 days or also

(2) All public places accessed by people in kampala city, municipalities, town councils must have Hand washing points. Those who can't adhere must be closed

(3) Police & Army must move out of barracks and patrol to make sure Presidential Directives are fully followed

(4) Gisos all over Country must be giving reports about Communities follow up of presidential directives every 48 hours to District Security Command Centre

(5) All Members of Parliament must be in respective Constituencies to guide and sensitize populace through Radios & TVS about COVID-19 Pandemic

(6) The Government must liase with industries that supply essential goods like Soap, masks, sanitizers to give at lowest price. The Government can give Tax holiday to these industries vis-as-vis costs incurred.

- National Water & Sewage Corporation being Government parastatal organisation, It can be instructed to either give free water or at lowest price or Government injects in money to fill up costs met to generate clean water so long as Pandemic exists. Hand washing which needs water is vital to control the spread.The urban poor or even the poor in the country side may not even afford so far cheapest water by NWSC. It's prudent upon Government to be seen caring for her Citizenry at such critical time

(7) The Government must declare 24 hours ultimatum to citizens who were on flight from Dubai to surrender to ministry of Health for Quarantine. Failure to do that security must declare them WANTED. These culprits are Health Terrorists to Country's Health Security. I can't imagine how many people are being infected by these Virus careers vis-as-vis the highest infectious levels of COVID-19 . What stops our security from trailing these "Health Terrorists" and How long can it take to get them?

(8) Government must order all Media Houses- Radios and TVS to give free Airtime to Health technical Team, MPS and Religious Leaders to sensitize populace about COVID-19 PANDEMIC

(9) The security must cause total lock down of territorial and porous borders and any Security person that acts contrary or becomes negligent, compromised must be charged with Treason

(10) The stay Home order must be complusory to the elderly and vulnerable. It has been observed that the elderly are at high risk of death in this pandemic.

ADDENDUM: Your Excellency; instruct all Health technical teams from KCCA, Municipalities, Town Councils to be on forefront to fight the COVID-19 spread, This is ripe time to give accountability of their expertise, they must be in field to observe presidential directives are adhered to. The fight against pandemic can't be through office or remote control method

✝️ Your Excellency; if need be, make total lock down of kampala city, municipalities and town councils. Institute STAY HOME POLICY. True , there will be public outcry over people livelihood, but their Sanctity of life overlaps every thing. If we deliberately decide to go by our easy life, Your Ministry of Health will be announcing new cases of COVID-19 every day and Uganda may pay highest price of Human deaths like Italy.

In inference Your Excellency; It needs to be observed that European and Asian Countries with better Health facilities have been hit hard by pandemic and between me and you, what would we imagine the effect of this pandemic on our country putting in mind the poverty and illiteracy levels of our Citizenry. The only weapon we have against this invisible enemy is prevention and to cause total prevention , the iron hand of the state is pivotal to check negligence of ugandans. It's ripe time to figure out serious preventive measures and use our police, Army and prison to make ugandans forcefully go by directives. No appeasement policy of the voters. This is National Concern needing national fight cutting across Political divide, Creed, sex, tribe, colour and region

We trust and count on your Modus operandi in checking COVID-19 spread . Therefore, draconian measures against Citizens with recalcitrant behaviour by Government is much welcome and must be embraced by all Political divide, Creed, race, sex , region colour and tribe
