STAMP DUTY (AMENDMENT) BILL, 2020
Payment of stamp duty shall be made on professional license or certificate. The bill proposes introduction of stamp duty of Ushs 100,000 on professional licence or certificates.

Professionals pay license fees to their mother licensing boards, on top of the normal of the ordinary business premises operational or trading licences and of course withholding tax (for any professional fees paid to them), and income taxes if they operate as organisations. This proposed 100k is clearly double or multiple taxation
