The UGX 0.93 Trillion supplementary budget that MPs passed without debate on 7th April 2020 was introduced on the floor of Parliament for the first time at 6:40PM, twenty minutes to the curfew of 7PM, and 10 minutes after the time Parliament was supposed to adjourn. Rules were suspended and MPs told to pass it without debate "because curfew will find us here".
What most of you don't know is that on 7th April 2020, two months to the end of the financial year and just a few minutes to the 7PM curfew, Parliament approved a supplementary budget request from the regime of UGX 932 Billion without it being debated.
This supplementary budget was sneaked in at the last hour as Parliament prepared to debate a UGX 300Bn supplementary budget that had already got the public enraged. It is from this budget that Parliament diverted UGX 10Bn out of which it is now paying MPs UGX 20M each to spend as they please. Make your own conclusion 🚶 🚶 🚶
