{UAH} HOW EFFECTIVE ARE UGANDA'S VICE PRESIDENTS??

By Julius Mutamba Baligeya

Today's Sunday Monitor newspaper carries an article about Hon Edward Sekandi and his role as leader No.2 in Uganda. The article points at his conspicuous absence from public discourse and the ensuing wrath this has invited for him especially from the ruthless social media.

What's happening in govt is not any different from what's happening in opposition. For example, in Justice Forum (JEEMA), very few Journalists can tell you the leader deputizing Hon Asuman Basalirwa without a Google search. Alex Ojok is a name you won't find anywhere in public domain like the case is with Basalirwa. Yet Alex Ojok is not new in JEEMA. In fact, he's one of the founding fathers of the of this 27 year old political party.

Conservative Party-CP (of Uganda) is one of the oldest political parties in Uganda having been founded in 1966 and then relaunched in 1980. The party is only synonymous with the name John Kenny Lukyamuzi (The Man). Very few people will recall the late Hon Yusuf Nsubuga Nsambu in the mix.

In the Democratic Party (DP), Hon Fred Mukasa Mbidde is better known for usage of complicated English language than serving party activities. Whatever is not authored by Mao is deemed unauthentic in DP.

In FDC, Hon Proscovia Salaam Musumba, the deputy to Hon Patrick Oboi Amuriat struggles to show relevancy in the party. She's actively known in Eastern region of Uganda where she heils.

In People Power, the political pressure group is a one man's show. The movement is inseparable from Bobi Wine. He's the alpha and omega, he can hire and fire at will. The appointment of Senyonyi as spokesperson has not created any difference. When Dr. Lina Zedriga Walu Abuku of Harvard University was appointed by Bobi Wine to deputise him, many political commentators thought that she wud relieve Bobi Wine of some duties. To date, very few people know that PP has a deputy leader.

In People's Government (PG), Dr Besigye and LM Erias Lukwago are like Siamese twins. On several occasions, I have heard NRM sympathisers bashing Lukwago for moving together with Besigye. What one hears from Lukwago can pass for PG position. I wish other leaders learn from Besigye and empower their deputies to perform and shine as well.
