{UAH} UGANDA'S MASK POLICY FLIPFLOPS & HUGE FRANTIC U-TURN!

For the last two months, this message pictured here (see attachment) has been the Ministry of Health guideline on face masks in Uganda. While some of us were relentlessly advocating for everyone to wear a facemask (under the hashtag #FfunaFaceMask), so as to help save the lives of Ugandans from the deadly corona virus, the Ministry was instead basically telling the people of this country that you do not need to wear one unless you are sick from the Corona virus. Thereby creating massive social stigma on anyone who chose to wear the mask to protect themselves from the global pandemic.
I remember thinking that maybe they are telling healthy people not to protect themselves so that they catch the virus quicker and die. Basically an attempt at indirectly killing people/reducing the population.
Now the question that the Ministry should answer is who gave them that dangerous guideline, why did they accept it, and how did they subsequently realize that they should quickly make a u-turn? Because it is possibly devoid of any common sense, in fact surely suspicious, and possibly criminal, that right in the midst of a global respiratory disease pandemic, the Ministry in charge of looking after the public's health has been continuously publishing public service announcements, official newspaper messages and expensive media advertisements telling everyone not to wear a mask, haven't they?
Meanwhile on TV, the same public officials themselves could be seen flipflopping on the subject by wearing masks at every public occasion. As if quietly telling the public "Follow what I do and not what I preach!"
I however bet that someone is praying that nobody realizes their huge flop in the previous policy, and their current massive U-turn that can be equated to an entire government having to eat humble pie and thereby exhibiting evidence of patchwork policy-making.
So now who has been wasting time and billions in taxpayers money on useless, dangerous messages against masks?
It is also quite stunning that neither our other oversight public officials like parliament, nor the media, the lawyers, nor the general public, could use their own common sense, question the discrepancy, think for themselves pragmatically, and even research the actual science from the very beginning about such a glaring error. Clearly everybody has been mysteriously asleep on this grave danger. As if by washing your hands, you will not inhale the virus.
Now the opportunity that lawyers had to sue the government for this criminal policy has been surpassed by events, and everyone is frantically scrambling to wear masks. They are doing so not really to protect themselves and society from the virus, but because they have suddenly been forced to wear them. And the ones issuing the new directive, the same people who just a few days ago were still telling us not to wear masks "so as to stop the spread of the disease", are now being accused by the people of possibly telling us to wear masks just to provide a market for their face mask production companies.
I wonder what is really wrong with our brains in this country? Because it therefore means that the entire charade actually has nothing to do with the Corvid-19 pandemic itself at all.
Someone please help me find the meaning of stupendous African monkeyism? And is this even a way for any government seriously and effectively combat a respiratory disease pandemic head-on?
