{UAH} Kakobogo money during Obote 2

Friends, 

I have been watching Hajji Ibrahim's story on Salaam TV today,  Somewhere, he mentioned an increase in teachers ' salaries during Obote2( 1980 - 1985)-- the salary increased from shs. 300 to shs. 500, such that it was an exciting moment for teachers at the time.  .....Would someone,  please, expound,  on this? 

It's also very interesting to learn that the govt policy in the 1970s , sent those pupils that had done well in PLE,  to learn teaching for 4 years, instead of joining secondary schools. Is that why there's a gap in the quality of education then and now? Education,  as a course at university,  has never received the respect it deserves. A lot of kids at Makerere university opt to switch to flat courses when given education as a course.
