DIVISION COMMANDER ACCUSES MUSEVENI OF TRADING IN REFUGEES

       "One might be tempted to say this is an area of gain; the more you have refugees coming in maybe the more you get funded. I have not been seeing refugees; I don't see them yet the hostilities have not ceased. This has to be investigated ".

As reported by the regime online mouthpiece; chimpreports.com of March 30, the 2nd Division Commander, Brig. Francis Takirwa made the revelation while hosting the defacto Commander of the Land Forces, Gen. Kyanda who was in Kisoro on a borderline security assessment tour of the region.  He went ahead to reveal that "the Covid19 crisis has exposed people who might have been profiting from the influx of refugees coming into the country."  He also called an investigation into refugees, who he says have suspiciously stopped coming into the country, despite continued unrest in the region.

Museveni has been using the refugee crisis in the great lakes region to blackmail the west.  He foments trouble in the region and only to turn around and pretend to be compassionate in hosting about one and a half million refugees mainly from South Sudan and DRC.  By hosting refugees, he wins favors from the West by war of turning a deaf ear to his autocracy and extending millions of Dollars and Euros in form of relief aid which is diverted into a National income.  At the regional level, he is using the presence of refugees as a gateway to interference in the internal affairs of their mother countries.  Domestically, he uses the presence  of refugees as a source of cheep labor, lucrative deals for his cronies and in some cases a statistical boost at the polls.


It is against this background that recent UN probe establushed the inflation of refugee figures and outright theft of relief aid meant for refugees.  The highly connected perpetrators of the vice have enjoyed protection from above and no action was taken.  Museveni's COVID-19 political lockdown closed all the country's borders and specifically suspended reception of refugees.  However, refugee have continued to move to and back between Uganda and their countries of origin.  The so-called Uganda's liberal refugee policy is nothing but a bite for the poverty stricken communities accross the border who flock to Uganda in search of economic survival.  That is why even amidst the COVID-19 lockdown, with the full knowledge and facilitation by the Museveni regime, refugees have been moving back and forth between Uganda and their countries of origin.

Most intriguing is the fact that as a Division Commander, one of the ten army representatives in Parliament and as a top custodian of the regime, Brig. Takirwa ought to have been better informed that Museveni who is his Commander-in-Chief is the one benefitting from the refugee scam.  With Museveni's militarisation scheme, the  Brigadier has compromised his future prospects of  heading the Refugees Department in the office of the Prime Minister.  On the contrary, the Brigadier has let the cat out of the bag and it would therefore not be surprising if he will be subjected to severe reprimand for "talking in a wrong forum" and 'economic sabotage'.
