HOW M7 LOST THE BROAD BASED GOVT.

1999, Col Dr Kizza Besigye is the UPDF chief of logistics and engineering. For three years he's been trying to meet president Museveni but in vain.

At last, M7 gives him an appointment to meet him in Gulu where he (M7) is overseeing military operations against Kony's LRA. By 9:00 a.m. Besigye is in Gulu only to be told that the president flew to Rwakitura the evening before.

Using his position and powers, Besigye orders to be flown to Rwakitura in a military helicopter there. 10:30 a.m., he's in Rwakitura; finds there a few people also to meet the president.

As the norm, he writes his name and reason to see the president for him to prepare. Several people who've come after him are called in but not him yet his note went first. It's lunch time.

He's still seated in compound waiting at 5 pm. Everyone saw the president and went. Besigye is still there alone. The president sends message that he's busy.

Besigye asks one of the aides, "I can see everyone went at lunchtime and you are telling me he's busy. Who's there now?" The aide whispers to him, "he's reading a novel." Besigye roars, "Go and tell him that I've gone. Next time he'll be the one to look for me."

And he left, came to K'la, prepared the document well and two days later, the document was in the Daily Monitor: "An insider's view of how the NRM lost the broad base". M7 now starts looking for him. Up to today he's still looking for him.
