{UAH} MUSEVENI SCIENTIFICALLY LAUNCHES HIS ELECTION CAMPAIGN
CHANGE OF GUARDS - Museveni's Electoral Commission (EC) recently issued a revised election road-map in which has banned open campaign rallies but declared that contestants will use radios, televisions and social media to reach out to the voters. EC went ahead to describe the development by borrowing Museveni's slogan of "scientific" elections. While some political players are fidgeting with defining the recently announced 'scientific election', Museveni has already launched his election campaign in a scientific way. He is dispatching his regime cadres to launch his campaign in different parts of the country using the cover of rolling out his long standing 'presidential initiatives.'
Two weeks ago, the Minister of Gender and Social Development, Frank Tumwebaze was in Fort Portal clad in full yellow regime party colours flagging off the nationwide issuance of monthly cash grants to older persons above age 80. With initial technical and financial support from the Irish Aid, the scheme started in 2010 on a pilot basis in 15 districts. Five years later, it had covered 64 districts and during the last Women's Day celebrations in Mbale, Museveni directed that it should be rolled out to cover the entire country. Now, the regime is to issue out shillings 25,000 (about 5 US$) monthly to the beneficiaries and areas of shillings 150,000 covering the period of January to June will be given out. However, to ensure that the beneficiaries vote for Museveni, they are required to have been registered with NIRA (National Identity Registration Agency) and are in possession of a valid national I.D. A budgetary allocation of shillings 62.88bn was passed this financial year and in the next financial year, shillings 107bn is estimated to cater for an increase in beneficiaries.
A week ago, the Minister of Microfinance, Haruna Kasolo Kyeyune, was in South Western region flagging off Museveni's so-called Emyooga (skills) scheme. In Kyeyune's effort to mitigate the then growing threat of potential protests against Museveni's regime, Museveni embarked on an uncoordinated drive to buy off the youths with hard cash. When Museveni found it unsustainable, in 2019, he founded the so-called Presidential Initiative on wealth and employment that was designed to empower the youth with special skills. He identified 16 specific Emyooga groupings in carpenters, entrepreneurs, restaurant, welders, market vendors, youth leaders, mechanics, produce dealers, tailors, performing artists, taxi drivers, salon workers, Journalists, Boda boda riders, People with disabilities, widows and children of army veterans, tailors, fishermen etc. A budgetary allocation of shillings 256bn seed capital has been provided this financial year and each group is expected to get shillings 30m. The beneficiaries are required to register their group as a SACCO at the Constituency level and each district is supposed not to have more than 18 such SACCOS. However, to ensure the beneficiaries' allegiance to the regime, beneficiaries must have their group registered with the District Community Development Officer and verified by the regime's Resident District Commissioner (RDC).
It's a season for dishing out cash handouts, and this time round, it will be worse than what it was in the previous electoral cycles.
For those who have been wondering as to where all the huge amounts of money that the regime has mobilised in the name of the COVID-19 fight has gone, watch the space.
