DISTRACTION is a military science concept where deliberate actions are adopted with the aim of diverting the focus of the enemy. In battle a small contigent of troops may be used to distract the enemy's attention as the main force set for a surprise and humiliating attack. The distracting force draws away the enemy attention from a key point. Distraction was applied by the Greeks in the Trojan wars and in particular the infamous Trojan Horse battle for the capture of the city of Troy. In some instances it involves acts of deliberate misinformation that is often reffered to as DECEPTION. In both cases, the diversion of attention is both from internal and external sources that contribute to the interference of focus. In this regard, propaganda as a form of psychological warfare comes into play.
Throughout 2019, relations between Uganda and Rwanda deteriorated so much that it was feared that an all out open military confrontation would break out. Museveni's son, Gen. Muhoozi took a leading role in sounding the war drums.
"Uganda strong! I never used to believe it but Almighty God has made me a believer. No body can defeat Uganda! This us God's country! Whoever dares will be crushed to dust! Ruhanga asiimwe (prise the Lord)! Happy Independence Day! God bless Uganda!!!"

It is Gen. Muhoozi's Special Forces Command (SFC) and CMI that have been at the forefront of aiding groups fighting the government of Rwanda. In an attempt to coerce Rwanda into making concessions, Gen. Muhoozi isued a stern warning to Rwanda ahead of the Febryary 21, 2020 fourth quadripartite Heads of State meeting to resolve that standoff. This was amidst heightened combat preparations by the western region based, 2nd Division. During the said February 21 border meeting, Museveni was cornered and a wave of uncertainty hovered over how he would go about the tough conditionalities that had been set.
The COVID-19 outbreak brought some temporary relief by way of creating a diversion and postponment of the problem. Museveni has been using the break to strengthen his position through mobilisation of human and logistical resources against Rwanda. This answers the huge security supplementary budget that were recently passed and Museveni's appetite for "New brand Four Wheel Drive Pick-ups.".
As revealed by Rwanda's Premier during recent Ad-Hoc Commission, "mobilisation activities in different parts of Uganda to support RNC and other negative forces.....". It was amidst this situation that around March 2020, Gen. Muhoozi stated that;
"Gen. Museveni, the most successful revolutionary in African history! I pity those that think they can defeat him."
Amidst the said underground mobilisation, Museveni initiated distraction and deception manoeuvres against Rwanda. His son, Gen. Muhoozi changed the tone of regular tweets from hostility to brotherhood.
"A few weeks ago I tweeted that Gen. Museveni was the greatest General in Africa's history, this us true but he couldn't have achieved this without Gen. Kagame, Gen. Saleh and Gen. Rwigyema. These four are the greatest Generals in Africa."

During the commemoration of The Rwanda Genocide (Kwibuka) in May 2020, Gen. Muhoozi tweeted;
"Brothers/Comrades and revolutionaries can quarrel but they should never fight. We have come from very far. I wish His Excellency Gen. Kagame and the people of Rwanda a solemn and respectful Kwibuka."
A day before the June 4 Ad-hoc Commission meeting, Gen. Muhoozi tweeted;
"The greatest military heroes in Africa's history. Generals Museveni, Saleh, Rwigyema and Kagame. They achieved the impossible. We should build statues in their honour in every town in Uganda and Rwanda."

To further galvanize the distraction scheme, Museveni has of recent prevailed over the Kampala based online anti-Rwanda propaganda machinery and has even offered to set free 131 Rwandans who have been incercerated but will continue to detain another 310 as a bargain chimp. However, as confirmed by Museveni's Minister of Foreign Affairs during the just concluded Ad-Hoc Commission, Rwanda had not been distracted and had not relaxed during the COVID-19 break but had instead keept it's 'ears and eyes' active with regard to what was happening in Museveni's court.
"Espionage and other activities which undermine the national security of Uganda have continued unabetted. We have continued to apprehend individuals including those with falsefied documents that have been used in the unlawful acts."

It in the same regard that the night curfew has remained in place and not to mention the maintenance of a ban on public transport in the so-called border districts; in western Uganda, possession of a national I.D is a requirement for anyone to board a public service vehicle.
Therefore, by tasking his son with the distraction of Rwanda, Museveni had wrongly estimated that Rwanda would be Hoodwinked into relaxing vigilance at its 'observation posts.' One issue Museveni ignores is the fact that he is dealing with a team that brought him to power and full understand his deceptive methods. Now that his distraction/deception tactic is not working, are we about to witness a fully blown diplomatic fallout!!!
