SOUTH SUDAN AND UGANDA LOSES 30 AND 5 GENERALS RESPECTIVELY IN A MONTH

In Uganda, within a period of one month four military Generals and one Colonel have died. First, it was Gen. Kasirye Gwanga last month and then this week alone tte country is mourning the death of Generals Eric Mukasa, Bell Tushabe, Victor Twesigye and Col. Nkeera.
None of those 30 deaths in South Sudan was linked to COVID-19. However, four of the country's five Vice Presidents tested positive for COVID-19. In Uganda, no top government official has ever tested positive for COVID-19 and the country has never registered any COVID-19 deaths. Therefore, the cumulative figure of deaths of the top army Generals of the two neighbouring states can be described as a 'coincidence.'
Brig. Victor Twesigye joined the NRA around 1985 and served under ISO where he rose to head Operation Rabit ( electronic surveillance of enemy communication systems). During the Congo expedition, his Operation Rabit played a key role in providing the strategic communication to the Operation Safe Heaven. Gen Kaziini picked interest in Twesigye's role and returned the latter to ISO by promoting him and placing hin in charge of the entire army's communications department. However, Museveni's Intelligence ISO had always suspected Twesigye to be close to former Prime Minister, Amama Mbabazi. In order to keep Twesigye away from the mainstream military service, and in particular, the vital and sensitive military communication network at a time Mbabazi was contesting for the Presidency from Museveni, Twesigye was sent to India as Military Attache in June 2016. It is not clear as to when and why he was recalled and has died while awaiting to take up the liaison role at the EAC Secretariat in Arusha.
Gen. Eric Mukasa's substantive military service position was that of Inspector General of Military Equipment (iGME) under the Chief of Logistics and Engineering (CLE). He was grounded over a decade ago and duped with a non-existent position of Chief Of Staff of the equally non existent Reserve Force.
Col. Sam Nkeera was removed from the position of Field Engineering Officer under the Engineering Brigade and moved to Disaster Preparedness under the Office of the Prime Minister in February 2010. Later, he was dumped into agricultural seed distribution scheme under OWC for Bamunanika in Luwero.
Brig. Tushabe Bell held the rank of Colonel for three decades and spend over 20 years doing fishing at Gaba landing site and not in military service.
For 30 years, Gen. Kasirye Gwanga held no position in active military service, the last having been that of Director of Barracks and Stores in the late 1980s.
