{UAH} Allan Barigye; what's happening to Kagame?

​Allan Barigye please decipher something for us. There is so much rumour about your guy Kagame and something to do with ICU panic in Rwanda!  What 's going on down there or is he playing on the minds of the citizens and the damn opposition there?
