{UAH} Can Canada annex Alaska?
Russia sold Alaska to the US to prevent that from happening. They knew the US would never give Alaska to Canada (which at the time was part of the British Empire).
At the time both Russia and the British Empire thought there would be a huge war between them over Central Asia in the near future, and Russia did not want to have to fight on another front, or allow the British Empire to use Alaska as a staging area to invade Siberia.
Both sides built forts in remote areas in preparation for this war which never happened (there are dozens of forts all over Australia because the British Empire thought Russia might try invading Australia, or at least launch raids on Australia's whaling industry).
Most of Northern Canada is uninhabited. Alaska has a larger population than Newfoundland & Labrador, Northwest Territories, Nunavut, and Yukon Yukon combined. It's not like there is a contiguous population from Alaska to Canada divided by a border.
Notice how there are many moderately-populated areas in southern Alaska, but few to none in adjacent areas of Canada:
