{UAH} BOSMIC GOES INTO HIDING AS UNEB BLOCKS HIS MP AMBITIONS (HAS NO QUALIFICATIONS)
By Mulengera Reporters
After betraying his mentor Bobi Wine whose PP he abandoned claiming there was a lot of tribalism (click here https://mulengeranews.com/rigging-fears-grip-bududa-as-wakikona-plots-return/), popular Acholi/Luo singer Lucky Otim Bosmic cheerfully drowned into NRM and began preparations to carry its flag for Chua West MP Seat. And preparations have been going well until UNEB Executive Secretary Dan Odongo responded to rival Charles Ocaya's 27th August petition disputing the authenticity of the musician's academic qualifications. In his latest letter, Odongo clarifies that the artist turned politician doesn't qualify for the award of the UACE/S6 certificate in 2003 as he claims. Ocaya sought to prove the NRMEC decision to nominate Bosmic was illegal because he lacks requisite academic minimum qualifications for a parliamentary nominee. But NRM EC chairperson Tanga Odoi quashed Ocay's reservations and upheld the nomination on grounds that the commission sat between August 21 and August 24 and resolved that Bosmic held requisite academic qualifications. But UNEB now says through the verified results released they released that Bosmic got a subsidiary pass in General Paper, Fs in History and Divinity on top of missing his economics paper.
Odongo's letter, which is part of this story, contradicts Tanga's findings, is elaborate and self-explanatory. It partly reads as: "We acknowledge receipt of your request ref FA/GEN/06/20 dated August 27 regarding verification of Results of Bosmic Otim UO226/514 (2003). We wish to respond as follows: the result shows that the candidate obtained result 9. The candidate, therefore, didn't qualify for the award of a UACE certificate." Under the 1995 Constitution, a parliamentary nominee must have an S6 certificate showing him/her obtaining a principal or subsidiary pass. Basing on Bosmic's verified UACE results, Ocaya's lawyers (M/S F. Aogon & CO. Advocates) have since made a fresh appeal against his nomination to NRM electoral commission. The lawyers are now demanding the NRM electoral commission to declare their client unopposed, failure of which will leave them with no choice but to lodge a suit in court.
"The purpose of this letter is to appeal against your decision and demand that the nomination of Mr. Bosmic Otim as NRM MP for Chua West Constituency be cancelled and our client be declared the unopposed NRM candidate for Chua West Constituency-Kitgum district failure of which within one day will leave us no choice but to lodge a suit in court," the letter of appeal reads in parts. Efforts to get comments from the ill-fated Bosmic on the matter were futile as he didn't pick repeated phone calls on his known phone number. Cyrus Odongkene who is the NRM Party Registrar in Kitgum district acknowledged receiving a copy of appeal demanding for nullification of Otim's nomination but says they are waiting for an overall decision from the party electoral commission to guide them on the way forward. "We are on standby for any action from the party on whether Bosmic will stay in the race or will be nullified. In case they nullify his nomination, we will declare Ocaya as the unopposed flag bearer for Chua West," Odongkara says. Disqualifying Bosmic might generate angry sentiments against Ocaya and angry voters might revenge on the NRM by electing an opposition or any other candidate that Bosmic will endorse, a scenario that might be too painful for the ruling NRM to ponder.
