Categories of NRM membership, where do you belong?
Outside insiders. These are outside the government or party structures but they command respect in the NRM & decide alot. For example there is no constitutional mandate underwhich Salim Saleh heads the Operation Wealth Creation but he heads it.Many people are like that, they occupy no or less influencial positions but they have too much influence & power. Basajabalaba, Susan Muhwezi, Muhozi Kainerugaba, etc
These ones can steal all they want but no one can question them, often its the outside insiders who help them to steal & also get punished on their behalf.
Then we have the inside outsiders. These are inside the system, but they are real outsiders. they decide less on what happens inside even when they are there, an example is Edward Sekandi-Vice President, Inspector of Police Okoth Ochola, Jeje Odong, etc. These ones are inside outsiders. These ones don't steal, they have no power to steal or if they do so they do it for the outside insiders. if they do so they can be embarrassed. You can ask Mike Mukula, Gilbert Bukenya, Byandala, etc to know what am trying to mean.
Then the third category is for inside insiders; these are insiders who occupy positions of authority and they exercise the authority. these include Sam Kuteesa, Sabiti Muzeyi, Keith Muhakanizi, Allen Kagina, etc. When these ones steal, they don't account, no body asks them because they are inside insiders!
Conduit Outsiders. These are conduits, they are simply outsiders who are used to achieve certain ends. They are like masters of ceremonies at weddings who will talk good to keep people happy and expecting. You may think they are insiders. These include Baram Barugahara, Full Figure, Abdalah Kitata, Bebe Cool, Ragga dee etc. These Only survive on handouts & commissions from the other categories.
Outside outsiders, these are no where in the equation, they neither plan nor planned for. They just wait for handouts after 5 years during elections to sell their vote. 95% of Ugandans belong to this category.
