In 2015 after industrial action by teachers and collective bargaining between government and the National teachers b uninion UNATU, government and specifically the President donated 25b shillings as grant for the teachers economic empowerment.
The union has been using the 17.185b for the last four years, while the 7.185bn has remained in the microfinance support center despite requests to have it returned to the SACCOs union.
It is alleged that the recipient of the 2b does not have membership of teachers'SACCOs through which the funds are lent out.
The contradictions point to misappropriation of public funds and/or sabotage to government efforts to economically empower teachers.
On the 5th of March, one Asiimwe Joan withdrew allegedly 27m, on 6th 805m, on 10th one Birungi Jalia allegedly withdrew 20m, on 11th 802m. This was balance on the original over 9b the genuine teacher's Sacco WALIMU had been demanding. They had even petitioned the President to intervene and it actually believed the President ordered ministry of finance in a letter of February 2020 to ensure that funds are remmited to WALIMU teachers Sacco but beauracrats who could be part of the racket did not heed to his orders.
The manner of transaction raises suspicion as to where bulk cash from a union account was being taken, why would a credible professionals' Sacco have a mother and daughter as signatories to a bank account?
This therefore implies that there are two competing institutions handling public funds, while one of them has no regulatory instrument and terms of reference.
As of now, top managers at the Microfinance Support Center have been in jail on charges of embezzlement for a complete week after police took up the matter. However, it remains unclear whether the right teachers' Sacco will get the funds which had already been released to a wrong entity. It's also a puzzle as to why the ministry of education remains silent!

The funds were released in installments ; 7.815b and 17.185b respectively with the first installment of 7.815b released to the microfinance support center before change in government policy and the rest to the Teachers SACCOs union Ltd which brings together all teachers SACCOs in the country.
In a twist of events, it is alleged as of 4th March 2020 2b of the 7.185b was transferred to an account no: 01013677675964 in DFCU BANK by the microfinance support center in the names: UGANDA teachers' SACCOs union, which ceased to be custodian of the fund when the name was changed to WALIMU teachers SACCOs union Ltd.
There are contradictory communications from the office of the PS , where in 2018 the ministry was committed to total remittance and in 2019 the same office aserts that there is no outstanding balance whereas no evidence of remmitance or loan disbursement of the 7.815b to the teachers SACCOs.
Further information is that the 2b remmitted to the old union account was withdrawn in a period of one week without any evidence of transaction with borrowers.

Secondly, why would the microfinance support center transfer funds to the account of a union whose name changed when they are aware of the current status quo.
