In my dealings with them, especially during the terrorism times, I discovered that they have quite a lot of complaints but these complaints are not necessarily communicated to those who decide policy and the direction of the country. So, I was telling you about them that it is always advisable that they communicate their thinking especially to some of us who want to offer leadership to this country. They must get to know how we think."

The Muslim community in Uganda has suffered immensely under Museveni's 35 years hold on power. His grudges with the Muslim community date to 1979 when, he was the Minister of Defence, he presided over the massacre of Muslims in Ankole simply because they had been associated with the ousted Iddi Amin regime. Since Museveni took power, the Muslim community in Uganda has been a victim of State orchestrated injustice. They have lost their private property, especially land, and have been subjected to kidnap, arbitrary arrests, torture, detention without trial and summary executions under the guise of fighting terrorism. 

When Gen. Henry Tumukunde was serving as Museveni's spy chief, Tumukunde established a working relationship with a section of the Muslim community. Since he declared his presidential bid, he has repeatedly made it clear that he will exploit his earlier established cordial relationship with the Muslim community. In his May 21, 2018 interview with The Daily Monitor, he said;

"It is just about how leaders manage situations; I do not think Muslims need to be victimised by [any one] for any reason. Everyone knows it was very complicated operation [against ADF], but I was very methodical at putting blame where it lay. I expect this of any other leader," he added

It is against this background that Tumukunde is now reaching out to the Muslim community for his presidential bid. During that meeting with the Muslim community at his residence in Kololo on July 31, he declared his plans of running an underground campaign.
"I am spending more time creating networks, creating structures and creating systems - the Muslim community is key in canvasing votes."

Currently, Museveni's is closing in on Tumukunde for incarceration over the latter's alleged plot to disrupt the ongoing electoral process. Tumukunde has been accused of secret mobilisation of army veterans. The scheme is managed by CMI which has deployed a Task Force comprised of Brig. Chris Ddamulira who is a son of DP's Late Seruyange of Luwero, Col. Moses Wandera, a Lawyer from Busia, and Lt. Col. Raphael Mugisha, a Lawyer from Tumukinde's home area who are operating detailed behind the police curtain. It's a question of time before Tumukunde will be arrested and charged with another treasonous allegation. To counter Gen. Tumukinde's mobilisation of the Muslim community, Museveni is now attempting to dupe Muslims by purporting to mend fences. Museveni has released Abdul Kitata, Sheikh Kamoga and five others who had been incarcerated and the olive branch will be further extended in the same direction.
