{UAH} Overflowing buildings

Is there anybody in charge of anything in Kampala really?

I was reading about three towns that appear to have a semblance of town planning: Gulu, Arua and Fort Portal.

Arua had a whole new conventional sewer plant in its plans. Impressive.

Kabale , Rukungiri ,Mbarara and Kasese still asleep.
