WHY MUSEVENI HAS ARRESTED AND DETAINED HON. LUTTAMAGUZI

"Nakaseke [South] made a mistake and sent in a young man called Lutamaguzi. You sent this useless young man [to Parliament], Lutamaguzi. Akavubuka takalinna makulu (that young man is useless). So that is your own mistake," 

Museveni - addressing locals in Nakaseke in January 2020.

In response, Hon. Luttamaguzi rubished Museveni's claims;

"I have just been in Parliament for three years but for him has ruled for 35 years, in Luweero we have ministers, MPs all NRM leaning what have they done or what did they do? he would have asked those what they have done for over the years they have spent in Parliament and in his cabinet," he said.

He further said that Museveni should have been appreciative for what he has done in three years. 

"I gave out a bus, two lorries, Ssemutto hospital where Museveni and his fighter got the medication I'm the one taking care of Kapeeka hospital, yet that is not my work but because of your dull system, that is why I'm the one doing them."

Hon. Luttamaguzi Ssemakula is the M.P for Nakaseke South constituency on the D.P ticket. He is on remand in prison following his violet arrest by the Police last week together with 22 of his local supporters along the Matuga-Semuto Road. He was rushed to court and charged with "doing an act likely to spread infection or disease contrary to S. 171 of the Penal Code Act. The charge is linked to his alleged leading of a procession of his supporters on the way to Ssemuto for a rally. Immediately after taking plea, he applied for bail but in the process, a stranger who claimed to be a police officer rose up from another the audience and urged court not to grant him bail. Though the offence is bailable, the presiding Magistrate deferred her ruling on his application. 

The presiding learned Magistrate chose to entertain the submissions of the said stranger;
"I cannot make unfounded decision to grant bail at this material time. I need to ascertain the facts on the information provided by the Security Officer."

This is a very serious irregularity in the criminal procedure anywhere in the world. At best such opposition to an accused's bail application ought to have been by formally filing an affidavit through the State Attorney. Hopefully, the Judicial Service Commission, the Uganda Law Society and the entire legal fraternity will come out to condemn this serious irregularity. Moreover, his ten sureties been intercepted on their website to court by the police and their necessary documents taken away. During court proceedings, the court was surrounded by the police backed by Military Police. 

It's a fact that Museveni's arrest and detention of Hon. Luttamaguzi is based on the following 'crimes':

1. He was not supposed to have come to parliament owing to the regime's concerted effort to rob him of his victory. The EC declared his victory several days after the close of the polls following intense pressure from his supporters.

2. As the shadow Minister of Lands, he has been vocal in advocating for victims of land grabbing more especially in Buganda.

3. During the commando raid on Parliament by the SFC, Hon. Luttamaguzi who opposed the lifting of the constitutional age limit punched a soldier to the ground. 

4. He has been an ardent critic of the Museveni regime on talk shows with regard to corruption, human rights violations, nepotism and sectarianism. 

5. As a supporter of Bobi Wine's People Power political platform, he has been a strong advocate of renewed Buganda nationalism. 

6. He has been criticising Museveni's mismanagement of the COVID-19 response and he even donated a monthly shillings 2m from his salary to the COVID-19 Response Fund.

7. He has been highlighting the poor welfare of security personnel. He even donated shillings 2m for clearing the electricity bill for Nsambya Police Barracks which had been in a power blackout. He has repeatedly highlighted the mismanagement of the police SACCO. Consequently, he has attracted some police personnel who stealthy give him information about their poor welfare.

8. He has won several awards for best performance in Parliament. He has a good network of Ugandans in the diaspora who financially support his political activism.

9. It is said he enjoys a close relationship in parliament with the Speaker of Parliament, Rebecca Kadaga who is facing witch-hunt from Museveni. 

Therefore, these are the reasons why Museveni has arrested and detained Hon. Luttamaguzi. Forget about his alleged leading of a procession. In fact, the next battle is focused on ensuring that he doesn't return to Parliament.
