WAS IT A FUNDAMENTAL CHANGE?

For I, find Museveni ascending to power was not a fundamental change as he wanted Ugandans to believe, it was just a mere change of guards. What makes it a fulundamental change? Let me begin with what characterizes Museveni regime, at the end of this chapter like other chapter, I leave space for you to make your notes 
on what you say of President Museveni regime. Mr. Museveni captured power by the sword, something many Ugandans forgave him for. However, he has lived by the sword. Something most Ugandans now condemn him for, and don't know whether they will forgive him of. As a result of his naked brutal militarism, millions of Ugandans and non Ugandans have died, others displaced from their homes. Considering Luwero war alone, about 250,000 individuals, including some 9,000 NRA rebels and 40,000 government soldiers, were killed during the conflict. At least 750,000 individuals were displaced during the conflict. His rationale for seizing power was allegedly to end dictatorship and the government imposed by election-rigging under Milton Obote, Mr. Museveni reasoned that Obote government served no interests of 
populace.

However, corruption including embezzlement of foreign aid is normal way of life under Museveni administration; people who are not corrupt are viewed with 
suspicion. Even funds dedicated to healthcare services, including for combating HIV/Aids, malaria and tuberculosis, have been embezzled by NRM ministers.

Embezzlement and pervasive corruption have deprived Ugandans of resources and services such as decent education and healthcare freedom that they are entitled to. Children attend classes sitting under the shade of trees, with insufficient books and educational supplies-meanwhile, hospitals lack medicines. 

Mr. Museveni has shattered the process of democratization and disrupted the rule of law. He undermined the constitution by engineering the removal of presidential term-limits and schemed the lifting of the age limit, to enable him run again in 2021 and beyond. Mr. Museveni has created instability since the country lacks the mechanism for, 
and history of peaceful transfer of power; meaning his incapacitation or death could trigger a violent power struggle. The uncertainty of how power will be transferred leaves many worried.
