IS IT AN INSULT TO CALL THE CURRENT PRESIDENT "M7"?

Well, the common titles that are used are 'fountain of honour', 'His Excellence'.

WHY IS THE PRESIDENT REFERRED TO AS THE FOUNT OF HONOUR?

The fount of honour refers to a person, who, by virtue of his or her official position, has the exclusive right of conferring legitimate titles of nobility and orders of chivalry on other persons.

Similarly you have probably seen or heard that the President making appointments of ministers to cabinet, giving award to distinguished people on Hero's Day, the Liberation day, the independence among others.  The president does this in the capacity of a fountain of honour.

IS IT AN ABUSE TO CALL THE PRESIDENT M7?

It may not be an abuse, however it would be inappropriate to address the president as such, it may also be interpreted as being disrespectful.

While addressing the president one is expected to keep in mind the office he represents and as such address him and the office with respect.
