INDEPENDENCE SYNONYMOUS WITH REBELLION?
According to Prof. Samwiri Karugire (Roots of Instability in Uganda
published by New Vision), in many Uganda's local languages, the word
"independence" is also interpreted as rebellion.
No wonder post independence Uganda was characterized with a series of
rebellions until NRM/NRA ushered in peace, security, stability and
tranquility in 1986 and challenges remained until pockets of rebellion
were broken in the north, north east and mid-western Uganda in later
years.
Samwiri Karugire also says, that there was not enough popular
participation in Uganda's independence struggle because of the
British's indirect rule or divide and rule. In many areas, getting rid
of Baganda colonial agents in other regions, was misinterpreted as
independence.
So if Baganda chiefs were replaced by native rulers, in case of Acholi
it was Banyoro chiefs, then, according to many peasants, that was
enough self rule, then why bothered with more independence.
Thus compared to Kenya, Ugandans regained their independence on a silver plate.
Turmoil in post independence period frustrated many and October 9th
started losing meaning. In 1971, Amin said that "...in my view January
25th was more important than that of October 9th. This is because the
former was well organized. But the latter was a surprise but people
cerebrated it more that the former."
In the early years of NRM administration, there was a call for
stopping to cerebrate October 9th and instead consolidate January
26th. But it did not go very far.
As we cerebrated Uganda at 50, Ugandans of different ages and of
different walks of life started appreciating the importance of
independence and the best ingredient the NRM Government came with was
awarding medals for participation in liberation struggle and or
national service. Tonight, l shall be one of the panelists on Radio
