ROGUE ELEMENTS IN SECURITY APPARATUS PLOTTED FOR #M7 DOWNFALL ON NOVEMBER 18th &19th RIOTS
Government should probe the conduct of some security personnel who could be harboring ill intentions against it and Commander In chief Gen Yoweri Museveni.
These wrong elements within our security and intelligence apparatus were exposed during the recent nationwide protests where they swarmed on the streets and started shooting innocent Ugandans indiscriminately.
These killings by some of these armed men with no clear chain of command were planted by some of these rogue security chiefs harboring a plan to overthrow Gen Museveni by inciting the masses to take to streets countrywide to denounce the killing of innocent lives.
They hoped that Ugandans would come to streets in large numbers and overwhelm police by sitting on streets, city square, parliament and around other key government installations to demand for President Museveni to resign.
They thought that because people would be in millions and countrywide, anti-riot police would not manage or kill them; therefore the army would pour on streets in tanks and other heavy artillery on streets to protect the protestors as required.
Subsequently, these coup plotters would storm the national broadcaster to dismiss President Museveni, dissolve cabinet, parliament and declare a transitional military council while they plan to transfer power to civilian rule after some time. Thank God, this did not happen, some patriotic Ugandans and risky groups like boda boda riders, market vendors had already been mobilized by another patriotic force and they did not join this evil plan and it was dead on arrival but these people are not seated. They are planning something else sinister but we are watching.
ROTATE NRM CHAIRMANSHIP REGIONALLY
As we head to the Presidential elections come January 2021, for the good of the party cohesion and the nation, the ruling party chairman should look at introducing new amendments on the party chairmanship.
Much emphasis should be on changing the party chairmanship on regional rotation basis such that all regions of Uganda should benefit from presidency when Museveni retires.
This will help to strengthen the party because all regions will now be assured of producing the party chairman who subsequently becomes the party flag bearer in presidential elections. This time the NRM can use its majority numbers in parliament to reintroduce term limits such every region is assured of presidency after 2 terms.
The current party constitution does not favor this. It's for the "strongest wins" the reason why some party members are not happy with one particular region leading for a long time.
