{UAH} Electoral Commission clears 24-year old to oppose Museveni

Folks;

This doesn't make a lot of sense. The minimum age for Uganda's president is 35; so, why did the Electoral Commission clear this lad to contest?

I think EC is just collecting money from anyone wishing to vie for anything.
