Not yet. Don't bank your hope on voters. Museveni seems to have a magic ward he sends to capture people's minds, not even clear murders can change their minds, instead they blame the victims. 

We have witnessed such impaired decisions right from Luwero, Northern and eastern Uganda where people forget the murders and fully brag about close relationships with the murders. They can easily remember alleged Amin murders of 1978 but cannot see what is in front of them in November 2020.

 They are ready to believe what they are told but deny what they see. Magic. A spell. Otherwise, what else? 

Unless much pressure is applied, relying on voters who are bought and threatened will not deliver change.
