{UAH} Museveni has pledged UGX 150 billion as compensation for the people of Lango, Acholi and Teso subregions

Teso sued NRM government for the loss occasioned to it, and won the case. I don't know what Museveni is promising if he not a con man. 

So he wants to create the impression that he is compensating people out of his "good heart and consideration for the affected communities" so he should be supported in his election bid?
