Well, Museveni is right especially if you consider him and his ragtag NRM/NRA is the best living example of inexperienced small boys messing government.

Remember how they ransacked, looted, arrested, jailed and killed their opponents? Brigadier Kaligonza even looted cows from Teso which the owner identified in his kraal, by the branding they had. 

His only problem is to assume that all young people are failures like he was. He should see how young people are successful in leadership elsewhere. 

If old age was a guarantee of success, why is he failing as an old man and interestingly enough, he struggles to demonstrate that he is still young, that is a contradiction!
