No question about it; Uganda is faced with a national emergency when it comes to teenage pregancy.
The rate of school dropouts due to pregancy is alarming, and portends a long-term development problems for the country.
However, this policy, as is being rolled out by the government, is misguided: Why suspend the girl home, just because she's pregnant?
Pregnancy is not a disease that she might spread. Let her continue with her studies until her due time. And the boy should be left to continue his studies, too.
The government also wants to send the boy home; worse, the government will keep track of his subsequent movement. He's a minor, and he did not break any law; it's not a crime for minors to engage in sex, even if that interaction leads to pregancy.
Uganda needs to invest in school counselling. Every school should have a dedicated social worker at hand, to manage this kind of teenage problems.
