GEN. ANGINA GETS RELIEF FROM HON. SSEMUJU'S ROASTING OF GEN. TUMWINE

Museveni's notorious one eyed Minister of Security, Gen. Tumwine has made a name for himself from disrespecting all institutions and individuals and acting with impunity. He has harassed and threatened to harm Parliamentarians like Hon. Cecilia Ogwal and the current Deputy Speaker, Jacob Oulanya. Tumwine has shown contempt for the institution of Parliament and the Speaker Rebecca Kadaga in particular. He ordered soldiers to block a Parliamentary Committee that was attempting to carry out an on-spot inspection of the regime torture chambers popularly known as Safe Houses. For those reasons, he has severally been subjected to the Disciplinary Committee of Parliament where he has always demonstrated a high level of contempt for the same. He has been at the forefront of publicly urging the security forces to shoot and kill peaceful protesters. On January 23, 2001 the then presidential candidate Dr. Besigye described the motivation of Gen. Tumwine's reckless statements;
"I read that Tumwine was warning me not to talk about UPDF. Tumwine has been on katebe for 10 years; he is talking like that so that President Yoweri Museveni takes him off katebe," Besigye said at the Mbale cricket ground.
In total disregard of military ethics, on December 13, 2019 Tumwine publicly humiliated Gen. Charles Angina by implicitly telling him that having joined the NRA after it had captured power, the latter had no stake in it.
"Don't abuse our forces. Have you heard? Don't abuse our forces, you and the Police. Don't abuse our forces.......we have worked so hard to preserve the image of our forces."
The humiliating encounter that was witnessed by both civilians and junior soldiers, was also captured live on TV. The visibly shaken Gen. Angina maintained a military attention posture with hands down and with only a military style response of "Yes Sir.' with no opportunity to explain. When the footage went viral, it attracted public outrage condemning Gen. Tumwine's unprofessional conduct towards a fellow General. Obviously, since Gen. Tumwine enjoys Museveni's patronage and Gen. Angina is a hostage of the situation, the matter was swept under the carpet.
However, since God punishes the proud and evil minded, it was just a matter of time that Gen. Tumwine was to meet his equal. The opportunity presented itself during the UBC TV Talk Show, Behind the Headlines when he appeared with Hon. Semujju Nganda, Ramadahan Gobi and Hon Margret Muhanga. The debate dwelt on the recent riots where security forces shot dead over 50 people while more than a hundred went with gunshot wounds. Gen. Tumwine praised the security forces for "decisively quelling" what he described as "premeditated" riots within two days. He showed no remorse for the killings and no sympathy for the victims saying they reaped what they sowed. When it came for Semujju's turn to submit, the FDC Spokesperson and Kiira Municipality Legislator's on target verbal artillery sent Gen. Tumwine into a humble mode the same way a hunter's dog would do in the face of a leopard. Here-below, we reproduce Hon. Semujju's submission verbatim:
First of all, the General blames everybody except himself. Majority of the people you killed were bystanders and you don't feel sorry? A woman who was seated in a coaster. If in one day or two days because of rioting you have killed sixty people because of a riot of burning a tyre, you have killed more than 45 people, do I need to have been in Luwero to know how many you killed when you faced armed people. In one day you have killed sixty because they are burning tyres and rioting. You shot in arcades, you are shooting people who are travelling in taxis. I do not need to have been in Luwero to know how you behaved because the examples are there. What you did in northern Uganda - burning people alive in Buchoro, roasting people in Mukura, killing people here during the Buganda riots. Everywhere you have been we know how you have behaved.
You can parade yourself as a patriot, as someone who cares more about Uganda. That self entitlement because you fought in Luwero , so you must set the standards and everybody must abide by them. So the public must judge Semujju and not judge Tumwine. The day you will realize that other people also have a stake in in this country and you begin treating them with courtesy and respect, is the day we shall have peaceful elections. Because the players can change - yesterday it was Besigye, the other day it was the Kabaka of Buganda, the other day you were in Kasese massacring people. As yourself, why you!! You are the one killing in Kasese, killing in Teso, Mukura, killing in Acholi, killing in Buganda. So, all these other people don't care about Uganda; they are not patriotic; it's only Tumwine who is a patriot.
You were in Luwero killing. Until that violence is got out of your head, this country is in trouble. You see for Ghana now to begin enjoying the peace that they have, J . Rawlings rolling people in helicopters and throwing them in the ocean until it dawned on him that to have a country, we need to do the following. Look at what Kenya is doing; Uhuru Kenyatta just said if you keep one part of the country dissatisfied that country may explode one day and that is why that section of society should also have an opportunity to lead Kenya. For them, this is like a.....and the reason I said.......I saw Margret Muhanga, I don't want to take responsibility for her ignorance of what is I said. I said look at the root causes. Before COVID came were you allowing people to enjoy themselves. Did you allow aspiring presidential candidates to go and consult as per the presidential candidates to go and consult as per the Presidential Elections Act says. Did you allow them? Tumukunde was beaten, Kyagulanyi was beaten and that is why I said to you COVID was God sent because now you can wave it in our faces. In the past when did you allow even M.Ps? You remember at one time they said that two M.Ps cannot address a rally in one constituency because they think Uganda is their parents' estate. They must determine how other people live in it.
You can continue because today you carry a gun and the mentality of African people who carry a gun is that the country belongs to them and must determine how others enjoy. I have seen how Margret and of course not surprising I have heard Tumwine of course also not surprising who think they have the highest stake in Uganda. Other people are agents of provocateurs, they are the ones disturbing peace because Policemen ....you have no justification Tumwine to kill a person who has come to Kampala to check on his children. You have no justification to shoot at people travelling in a taxi. Even if there is a riot, you don't have that justification to shoot at children. Children who have died, are collecting dead bodies, they have fresh graves in their compound. You have no justification. You must treat people with remorse. People are bleeding, they are crying, you have killed their loved ones. What is the difference between you and the past government that you went to fight in Luwero. They had a similar justification "we are fighting rebels." They were fighting you.
If you continue rationalizing killing then you have no reason to blame Obote who was fighting an armed rebellion in Luwero because if, I just imagine, if it were you faced with an armed rebellion. Of course when you are faced with one we have seen what you do. You went to Kasese and mowed down everybody. You did the same in Buchoro in Acholi and roasted people in wagons in Teso. We cannot have peaceful elections the moment you compete with people who have made violence their trade. You can hear the way Tumwine speaks as if Uganda belongs to him. He is doing any other person a favor. The security people you are talking about are working on your orders. You are the one who put them on the streets to go and begin shooting. Riots have taken place in America, they have taken place in other countries, they don't respond to riots the way you responded to this particular riot. That you go shooting randomly, you beat journalists, you shoot at schools, you shoot. This has to stop if you want to to have a country.
Today you are the one carrying a gun, I don't know who will be carrying a gun tomorrow. When Obote had guns he thought he had the monopoly of these guns. The same mentally with that you have; if you don't want elections, you don't organize them. Just announce that there will be no elections in Uganda and then you will have no candidates. The moment to nominate candidates.....even the COVID you are talking about, Charles, I was telling someone; first giving a simple example. The way Ugandans assemble you will find someone selling drugs in Kampala and he has three hundred people have collected around him. Because, and Margret says lack of jobs is not a serious matter. I don't know where she lives; she lives in heaven where if you don't have a job it is not a serious matter. In other countries, Sudan went up in flames because of the price of bread and that is what removed Al-Bashir because people couldn't afford a meal.
Therefore, the totality of people who speak for this government, of the planners of the murders in Kampala; if that mentality of a strongman does not stop, of mighty is right, I have a gun and therefore I will shoot you, policemen have a right to shoot you are about to kill them!!! If you don't fight that mentality, we don't have a country. And it doesn't matter how long it will take. It doesn't have to be me. In 1980, it was Dr. Ssemogerere whose victory was stolen; Museveni who had lost an election in Mbarara was the first to go to Luwero and fight. The statements I make here do not in any way suggest I will be the first to go and pick a gun and maybe cause violence. We only have to speak out because all live in this place called Uganda. If you organize elections, you must also be prepared to lose them. You organize an election then you must win at all costs!! You.must determine how people compete against you. You must keep everyone at gunpoint and you must keep reminding them how powerful you are!! How you can shoot them and end their lives!! Please, you can continue ending lives. Even Gadaffi who had told people he is going to spray them like insects, these insects never died, it's him who died.
You must change the language Tumwine because for you now you have grown, you are an elder. You can't speak like Tumwine who went to Luwero to fight. You are an elder now. Stop speaking like an iron-fisted man who thinks the world owes you. It does not. This country belongs to all of us. You must make it comfortable for everybody. The moment you begin herding us like cows, you will not know when and who will ignite an explosion. Gobi.made a very good point - ask yourself why do these things keep occurring!! Is it because Ssemujju is appearing on UBC? The other day you were shooting at people protesting because you had stopped the Kabaka of Buganda from travelling, from enjoying in his own country. You were in Kasese massacring people and you said they had guns. You were in Buchoro burying people alive because there is a war you were executing in northern Uganda. You were in Mukura roasting people in wagons because there is a rebellion. Ask yourself, this anger, how do we deal with it. Do we deal with it by shooting at people so when they fall silent for you that is victory. "Now we have finished" you have seen him celebrating "after three days we finished" and is very happy. Yeah, two days you finished after shooting people!! They are still burying. They are very happy with you. You said the public will judge Ssemujju; the public is judging you that after tens of people are dead, for you you are here saying "in two days we had finished, we had finished!" Thank you for finishing in two days. END
During Ssemujju's tough submission the entire studio went silent as Gen. Tumwine froze in his seat. He could not imagine the level of courage, boldness and bitterness that was being demonstrated by Hon. Ssemujju. In his mind, he must have compared it to being flogged by a corporal soldier after he is taken prisoner of war. The moderator looked like saying " Mbwenu wamugambira" (you have really told him off) before asking Gen. Tumwine if he wished to respond to what Hon. Ssemujju had said. Tumwine responded by way of the usual communist driven ranting by describing Hon. Ssemujju as being "dangerous to society." The equally frightened Margaret Muhanga appealed for a ceasefire between the two. Obviously just as it is the case with most Ugandans, despite being one of the few saved in the army, Gen. Charles Angina must have thanked God for delivering a blow to Gen. Tumwine through Hon.ssemujju. For Gen. Tumwine whose only military training is the Officer Cadet course at Monduli in Tanzania, if he takes up the lecture that he got from Hon. Ssemujju, then he qualifies for a Psc (Past Staff College) title. It's only that Hon. Ssemujju forgot to refer Tumwine to former Obote's flamboyant Security Minister Chris Rwakasisi for a field study.
Bravo Hon. Ssemujju, you won the battle but the war still rages since Gen. Tumwine is your Returning Officer in the January 2021 General Elections. Nonetheless, Uganda needs citizens of Hon. Ssemujju's calibre.
