{UAH} Kakooza Mutale entered Luuka District two days ago with two buses full of soldiers armed to the teeth

I never imagined that one day during my life time Major Kakooza Mutale would be sighted camped in Luuka District with scores of soldiers.
Reliable sources tell me he entered Luuka District two days ago with two buses full of soldiers armed to the teeth with offensive weapons. It is unlikely this is to enforce Ministry of Health Covid 19 Guidelines.
Ever since the hitherto inconspicuous Luuka District became world-famous on 18th November 2020 when Presidential Candidate Robert Kyagulanyi was blocked by a sea of soldiers and policemen from interfacing with the citizens, ostensibly to prevent the spread of Covid 19, the District has never been the same. The only things that have remained constant are that Madame Ester Mbayo, our Woman MP has remained President Tibuhaburwa Museveni's Minister for the Presidency; the District continues to be one of the most poverty rich districts in Uganda; the District's population continues to be very young as the youth predominate its structure.
Otherwise, the political attitudes of the District, which has been a preserve of NRM's and President Tibuhaburwa Museveni's votes, have changed tremendously in favour of change. It seems the NRM regime does not want to take chances. It could be the reason why it has discharged a contingent of heavily armed soldiers to Ikumbya Subcounty of Luuka prior to elections next month. Kakooza Mutaale has been found to be the right person to lead the contingent. He has a lot of experience in military influence on the electoral process, having been especially useful to the regime in Buganda and elsewhere.
The reliable information I have is that Kakooza Mutale has decided to establish his camp at a place between the villages of Bukobo and Bulike, near the home of Musobya, the LC1 Chairman of Bulike. Bulike and Bukobo are not far from Newark. According to the reliable source, the contingent has tractors to disguise the aim of the military invasion of Ikumbya 5ubcounty. The tractors are being driven between the two villages of Bulike and Bukobo and some villages of Kaliro District, ostensibly to repair roads. I am not sure the Minister for the Presidency is aware of Kakooza Mutale's visit to Ikumbya and the periphery of Kaliro District. But I would be surprised if she did not know although during the events of 18th in Kiyunga people claimed she knew of the despatch of soldiers and she denied any knowledge of it. .
I hope the phenomenon between Bukobo and Bulike is not a universal phenomenon in the whole of Uganda. If it were it would make elections a fuss because the voting environment would be absolutely militarised. This would make citizens suspect that the military would be the ones to decide the electoral results; not the voters.
