{UAH} UPDF to spend Shs184m on Jinja legal training centre - Daily Monitor

This is a good development. Lack of technical knowledge has resulted in our men in uniform to make poor decisions which result in human rights abuses for instance the roasting of civilians in Mukura Railway station,Teso. 

The centre should also provide urgent training to the DPCs and other senior police officers who commit human rights abuses every day. The need that training may be more than the soldiers.
