{UAH} Uganda's current electoral laws must be rebuilt from top to bottom!
What's going on in Uganda now is something everyone expected ! No surprise given that the country's political problems have often stemmed from bad elections which are indeed bad due to the lack of a solid legal base that controls our electoral system.Everything here looks so artificial that a mere show of the gun is enough to dominate and even eventually alter anything the polls would just love to say! Uganda is now everyone's laughing stock but also main concern given that the humble masses who have so much suffered from an oppressive regime give the impression of an abandoned lot still left in the dirty hands of arrogant chaps that care for nobody except their very silly greed, egoism, and selfishness! And this has touched the entire global community where almost all nations are now openly cursing the Electoral Commission for having surrendered to corruption, intimidation, and an imposed incompetence! Masses even in India, the world's biggest democracy, are also showing concern over a poll that was organized to help the incumbent floor in vain a young charismatic politician who has brought hope to the suffering masses of Uganda who have now been denied of their victory by an EC manned by a Justice who has lost it all. Museveni and group have succeeded to make Byabakama and his EC team look a fool before the sharp vigilant world community. One can now see how they grope in darkness with percentages that fail to add up in order to balance the results! Museveni, at times childish in some dealings especially where polling is concerned, is now trapped together with Byabakama's EC team by Kyagulanyi's snare which is the the now internationally much respected UVOTE tallying centre whose originality as a genuine operative system draws roots from the very successfully collected DR forms and tally sheets from all over the country. The add up from this well-protected tally centre is proving to be very accurate to the extent of proving Byabakama's additions to be false and very stupidly motivated with sinister motives. Byabakama's results for Sembabule produced a nonsensical outcome when in the whole county and in all polling stations candidate Kyagulanyi obtained zero votes and with a zero percent! Now the UVOTE tallying system gives Kyagulanyi a comfortable lead in every polling centre. Now it's for Byabakama and team to prove to the world that candidate Kyagulanyi did get zeros everywhere in Sembabule. Byabakama and the EC have just got to produce their evidence as presented on the DR forms and tally sheets from Sembabule! Same case for Northern Uganda where the EC results are very strongly contested, just as in very many parts of the rest of the country including Central region where there was rigging especially in those areas where the dictatorial regime has settled and given land to people of unknown origins, and for what purpose? Of course to participate in elections and help NRM in an area where it's hated most due to evictions, stealing of resources, etc.... Rigging, abandoning polling centres in the count (as the EC boss admits not having counted 1257 polling stations that were left out, for which purpose? All these programmed actions aimed at cheating, together with the use of the security forces to harass and intimidate voters, etc.. are things which the total revision of the electoral laws must dwell on! These laws must be revised and forced to include a certain discipline that will be equally binding to all candidates in the entire poll exercise right from registration to campaigns and through the polling and the tallying of results and the announcement of the winner. Everything must stand for transparency! The recently concluded presidential and parliamentary polls were not without a flinching that failed in its duty.The intention was visible, and that was to help Museveni win another term and to help his NRM get a big majority in the Assembly! Cheating was everywhere right from registration where a number of candidates (all NRM) were returned unopposed! Unopposed without getting voted? This is shallow and undemocratic! Many roles have to be put into consideration! For example, what's the real role of the army when deployed at a polling station? The actual polls have failed to win support from the world community because the laws ignored advice from the international observers who monitored the previous polls. And they failed to accommodate the cautious recommendations presented by the judges at each one of the last three hearings when the court was seized to hear petitions from the losing candidates. The new laws will definitely have to observe all these recommendations and have them integrated in the new laws. There is also a need to look into the constitution and determine exactly the difference between a president and a candidate. Often the tendency has been for the president to stand as a candidate but at the same time continuing to impose his power and influence on the entire polling system in a capacity of a president in exercise! This is grossly unfair for an exercise that needs level ground and transparency!
-- Okay, we've now seen Byabakama's results and the world has given its strong reaction. So let's wait and see what in the short run the quasi infallible UVOTE tallying centre will deliver on the basis of the very many RD forms it's analysing and how the world will welcome the outcome of the exercise and how it will put a challenge to the EC to analytically compare and contrast their results with those produced at the UVOTE tally centre and how the two patterns of the results will tally up with one another!
