{UAH} City lawyer in sh15b pension fraud case, Kasango dies in Luzira prison

Former prominent city layer Bob Kasango is dead.  Kasongo died of heart failure on Friday night at the Luzira Maximum Prison where he was serving a 16-year jail sentence in the pension case trial.

Kasango was convicted to serve a sentence of 16 years by Justice Margaret Tibulya of the Anti-Corruption Court who found him and three officials guilty of diversion of sh15 billion meant for pensioners.

 

Uganda Prisons Spokesperson Frank Baine confirmed Kasango's death but declined to divulge further details even though sources noted that his immediate family members had been informed.

Kasango's relative one Michael Bolton Adebs also confirmed Kasango's death.  "My uncle Bob Kasango has died from Luzira prison due to heart failure. Last met him at the prison before covid-19. Rest well, my uncle. You have been such a great lawyer outside and inside the prison. We will always remember you for your kindness and generosity,"

 

The other three former Public Service officials include Jimmy Lwamafa, Christopher Obey, and Stephen Kiwanuka Kunsa who were sentenced after being charged of fraud, forgery, theft, and conspiracy to defraud the government of funds.

 

Details about his death remained scanty but sources at prison confirmed that Kasango was ailing and had complained of heart problems and was under medication.

 

During his trial Kasango missed several court hearings, on the basis of his health conditions, which included heart illness, pneumonia, and a recurrent blood clot in the lungs for which he wanted specialized medical treatment abroad.

 

Kasango was convicted and sentenced by Justice Tibulya, in December 2018 after he was found guilty of illicitly accessing pensioners' money through fraud. Kasango reportedly forged two court documents and stole sh15.4b that was meant for over 6,000 pensioners.

Justice Tibulya also ordered Kasango to refund  the government sh5 billion alongside others

In her Judgment, Justice  Tibulya noted that the court had relied on the recorded evidence by John Keitirima, then a registrar at the Civil Division of the High Court and now a Judge. Keitirima told the court how Kasango allegedly asked him to help cover the forgeries, so he can get money from the government.

The forged court documents included a bill of taxation and certificate of order purportedly issued by Charles Abola and for the over 6,00 pensioners who had sued the Government demanding their pension.

Kasango was accused of diverting sh15.4b  to his legal firm as a legal fee and yet that same amount of money was supposed to be used to pay pensioners and yet he had not represented the pensioners in court.

The case, which was against the Attorney General by a group of pensioners were represented by the late John Matovu who because of lack of connections in Government asked Kasango to instead help him recover the money.

It was then that the city lawyer diverted forged consent judgment and diverted the money to his firm.

The embattled lawyer has also been banned by the Law council and struck off the list of practicing advocates in Uganda after he was found guilty of gross unethical conduct after he reportedly fleeced a client, Vivine Mukuru, and a property buyer, John Kaweesa, of hundreds of millions of shillings over a transaction involving a purchase of a house.
