{UAH} WHY MUSEVENI MINIMIZED HIS ELECTION RIGGING IN BUGANDA REGION

In terms of services, Buganda has received very good services more than any other part of Uganda, so it's not about services.  We are looking for other reasons."

Museveni did not lose in Buganda but simply opted not to rig so much just for two major reasons:

1.  He feared that owing to its strategic location in the central region that comprises the capital city, the commercial and industrial hub, and the seat of government, the angry population would erupt into violent protests.  

2.  He wanted to create an impression that by overwhelmingly voting their own Bobi Wine, the ethnic Baganda of the central region are sectarian. There is a plot here to isolate the Baganda from the rest of the country by portraying them as a sectarian lot that is pursuing a separatist agenda. 

For the last forty years, Buganda region and the Baganda, in particular, have suffered at the hands of Museveni's militarism more than any other region and ethnic community in Uganda.  

1.  He had convinced the Tanzanians that the Baganda were sectarian and therefore bore the wrath of the former during the 1979 so-called Liberation War that ousted Iddi Amin.

2.  He played a key role in masterminding the ouster of the first two ethnic Baganda Presidents (Prof. Lule and Binaisa) of Uganda within one and a half years before the Military Commission, for which he was the Vice President, took over.

3.  As Minister of Defence, Museveni personally took command of the anti Twagala Lule protest by the Baganda after the overthrow of Prof. Lule in 1979.  Several were killed, maimed and hundreds detained without trial.  

4.  Museveni's FRONASA faction of the UNLA was responsible for the 1979/1980 mysterious killings of Baganda intellectuals in Kampala in order to tarnish the image of the Kikosi Malum.

5.  His five years' Bush War based in Buganda registered 90% Baganda victims. It left tens of thousands of Baganda killed, their property destroyed, the future of thousands of youths destroyed and its once flourishing economy crippled. Now 35 years down the road, he has deliberately failed to address the devastation of that war and has instead destroyed even the little that had survived the war.  The Baganda fighters did the donkey work and their ethnic Muganda leader of NRM, Prof. Lule had to die, a few days to taking power, leaving Museveni in the top leadership.

6.  Museveni's Bush War urban hit squad, the Black Bomber that terrorized Kampala city had its victims as 85% Baganda.  

 7.  When he took over in 1986, the first victims of his purge were Baganda politicians and soldiers of UFM and FEDEMO.  Next, he humiliatingly ejected the Baganda DPs that he had incorporated in order to win over the Baganda. 

 8.  Museveni's policy of deliberate economic deprivation has affected the Baganda more than any other ethnic group. Leading Baganda entrepreneurs were kicked out of business, cash crops like coffee and cotton destroyed and their land grabbed with impunity. Their schools and markets have repeatedly suffered mysterious fire outbreaks that have left thousands impoverished. 

 9.  The Baganda have been the victims of Museveni's violent crackdown on dissent. From the Kayunga riots, Mabira protests, Kasubi riots, and most recently the Bobi Wine protests that left over 50 shot dead in Kampala.  

 10.  The Baganda have been the sole victims of the security agencies' orchestrated mysterious killings by the so-called Pangamen (machete wielding), mysterious gruesome killings of women, wanton shootings by Museveni's half baked LDUs and other security agencies. 

11. The Baganda, having the highest number of Muslims, have been the major victims of Museveni's persecution of Muslims through mysterious killings of clerics and detention without trial.  

12.  The Baganda have 90% been the victims of Museveni's kidnap, arbitrary arrests and detention without trial in secret torture chambers dubbed Safe Houses.  

13.  The Baganda have been unfairly accused of being sectarian yet they are the most accommodating of all the ethnic communities of Uganda. It's only in Buganda where other tribes win elective positions yet no Muganda can dare contest and win outside of Buganda. 

Museveni has always managed a sustained scheme to politically, economically and socially destroy Buganda but it looks like the Baganda are getting out of slumber. Let them not rejoice for winning the battle because Museveni still has the upper hand in the war.
