{UAH} Will the removal of RDCs help DPCs regain their Power?

Meet the youngest RDC in western Uganda Mr Sam Evidence Orikunda who was born in 1994 and went to Bubaare secondary school for his UACE who now deputises Mr Mucunguzi Geoffrey the RDC of Kamwenge district.
He assumed office in the recent RDC reshuffle and now the members of parliament (MPs)are busy formulating a bill to remove Residence District Commissioners from operations of a district because they are a hindrance to smooth operations of the Division Police Commander(DPC) according to the MPs.
The RDCs are given much power that overshadows the constitutional mandate of the DPCs as per the police act Mps added.
Will the removal of RDCs help DPCs regain their Power?
