*An Open letter to Gen Museveni, Why are you acting like scavengers?*
Your excellence receive my warm greetings. I have penned down this letter in relation to the budget proposals in which government intends to spend 7700 billion (7.7trillion) on security which is equivalent to 30% of our budget. This is because, of the 41 trillion proposed budget, only 25 trillion will go into the economy with the rest going on debt repayment. It's painful to note that even the debts we are paying is money that was squandered & plundered by your family & friends whom you have given a political shield.
Your excellence what is more hurting is that most of this money will be got from high taxation including the newly proposed taxes on motor vehicles, internet and others. It's obviously bewildering how governant asks people to embrace technology & do business online yet at the same time you are putting prohibitive taxes on the same internet.
How irresponsible would you be to spend 30% of our total revenue collection on security when people are battling effects of Covid 19 or when you are presiding over a country where majority of the people live a life of hands to mouth? How would you allocate 7.7 trillion on security & only one trillion on agriculture which employs 70% of the population? In Covid 19 lockdown when people were sleeping on empty stomachs, you spent over 1.5 trillion through state house as classified expenditure, can you account for that money?
In 2011, you allocated 1.7 trillion on buying fighter jets, ofcourse following a stolen election which you procured in trillions, as a result inflation in 2011 reached 28% leading to walk to work demonstrations.
To date the fighter jets are lying idle with no work & 21% of your population, majority your voters live below poverty line. Assuming you had invested this money in creating jobs for youth, wouldn't this have expanded our tax base? Would you be now struggling to tax data yet you also tax airtime which is double taxation to? Why do you act like intestinal worms that eat an animal to the point of death, yet when it dies they too can't survive?
For example you are aware that Uganda is not doing business amongst our neighbors. In 2018 Uganda exported products worth 5 trillion to all East African countries. This has declined due to conflicts in South Sudan & DRC. Our recent stand off with Kenya in which our products like maize, eggs, milk & sugar have been banned on their market.
Following your personal conflict with Paul Kagame, Uganda has lost market for it's produce. In 2020 alone, Uganda's exports to Rwanda reduced from 494 billon to 19 billon according to Bank of Uganda, that's how deep your querrel with Kagame could affect Ugandans!
So in a wake of such problems how do you allocate 7.7 trillion to security & defence when Uganda is not at war with anybody? How would you happily scavenge on such a crippling economy? Would I be wrong to call this plunder or thuggery of the biggest order?
Your excellence, there is no security when youth are unemployed. Your counterpart fellow dictator Idris Derby of Chad lost his life despite protecting himself with the largest military hardwares worth billions. Remember he had just rigged his way for a sixth term with 70% votes! The military could not save him!
Why do you invest in buying teargas to stop jobless youth from demonstrating instead of providing them with employment opportunities? Why would you expect the youth not to riot & burn the city, yet they own nothing in that city of yours?
As the saying goes that who has nothing to lose has nothing to fear, and if a nation can't help the many who are poor it can't save the few who are rich. The future you promised to secure doesn't stop at military security, but it goes upto economic & social security.
By ignoring the pertinent issues & focusing on regime survival is not only delusionally but also counterproductive.
Whereas you have put our country on a time bomb, it's just a matter of time, you will also come to haunting & humiliating end, and the day is coming closer.
