{UAH} OF MUSEVENI’S KISAATIS WHO PAY WITH THEIR BLOOD IN DEFENCE OF VIPs

Kisaati is a term used within Museveni's security establishment to derogatively refer to ordinary and law ranking personnel.  From the rank of Private to Warrant Officer, such personnel are known as Non Commissioned Officers (NCOs).  From 2nd Lieutenant to the highest military rank, personnel are known as Commissioned Officers.  Technically, the latter are called Officers while the former are called Men; hence the term Officers and Men.  In any army or security establishment, the Men form almost 90% composition.  It is the New who do all the donkey work even in battle.  In one of the CMI's torture chambers at the JATT headquarters at Kololo, there is writing on the wall;

     "Wars are started by Politicians, planned by Generals and fought by Men."

It is these same Men who are assigned to do escort and bodyguard duties to their Commanders and other so-called VIPs.  Under Museveni's ragtag security establishment, the services of these Men are extended to guarding private property (construction sites, upcountry homes, ranches, farms, private business premises etc) on top of guarding family members, relatives and friends of their privileged  principals.  In February 2021, Kisaati Lance Corporal Denice Muhindo of 2nd Division was shot dead in Mbarara town where he was guarding private business premises of Birya United Agencies LTD.

A random sampling of Museveni's wars started by politicians and planned by Generals reveal that a number of men have, as usual paid with their blood.

1.  During one of the battles between the armies of Museveni and Kagame in Congo, CMI's Kisaati Sgt. Benon Mugume put his life in the line of fire to save Gen. Otafiire, Brig. Mayombo and rebel leader Prof. Wamba Dia Wamba.  The two Generals who had never had any reasonable military training and combat experience were shivering and didn't know what to do.  Sgt. Mugume had to carry Prof. Wamba on the back for evacuation.  When Gen Kazini was told that he was losing more men in a lost battle for Kisangani, he said "they would rather all get finished" before dumping their bodies under Thopo Bridge.

2.  During the ambush along the Karuma Gulu highway, CMI's Abdu Rugumayo saved Gen. Aronda by forcefully pulling Aronda out of the car and pinning him on the ground.

3.  During the ambush that claimed the life of Museveni's police chief, Andrew Kaweesi, his driver Kisaati Constable Godfrey Wamewe and bodyguard Kisaati Cpl.  Kenneth Erau were shot dead.

4.  During the ambush that claimed the life of Museveni's Col. Abiriga, Abiriga's driver Kisaati Sgt.  Saidi Butele was shot dead.

5.  During the ambush that took the life of Maj. Kiggundu, his driver Kisaati Sgt.  Mukasa Steven was killed on the spot.

6.  Kisaati Sgt. Tugume defied the orders of Minister Aida Nantaba to shoot dead a one Ssebulime along the Mukono Kayunga Road.  The Minister had to use the police to kill Ssebulime in cold blood.

7.  During the latest assassination attempt on Gen. Katumba Wamala, his driver Sgt. Kayondo Haruna was shot dead.  Gen. Katumba Wamala's bodyguard, Sgt.  Khalid Kaboyoit pulled Wamala from the car and pushed Wamala under the car before opening fire on the assailants.  It is suspected that one of the assailants sustained injuries.  Lydia Nakkazi, the house keeper at Gen. Katumba's residence told the Daily Monitor that before he met his ordeal he had taken his breakfast that was comprised of sausages, yogurt, ovacado, cucumber, mangoes and tea.  Obviously, his Kisaati driver and bodyguard must have had a piece of fried cassava and a piece of ffene (jackfruit) for breakfast.  As the funeral of Gen. Katumba's daughter was accorded state status with the army Spokesperson assuming the role of announcing the burial programme, the body of Kisaati Sgt. Kayondo was rotting away in a military mortuary.

During the 2019 Heroes Day, Museveni awarded medals to four Men under Kisaati Sgt. Julius Katuriba for their role in threatening to shoot the committee members of the Justice Bamugemerire Land Probe Commission.  The four were guarding a disputed piece of prime land owned by the Museveni family
