Under Biden, more than 38,000 children who crossed the border alone released into US

More than 38,000 children who migrated to the United States from countries south of Mexico and came across the southern border without a parent have been released throughout the country since President Joe Biden took office, according to the official overseeing the process.

The figure represents the highest number of migrant children to be discharged from government custody at any point in U.S. history. Children began showing up at the U.S.-Mexico border in high numbers in late February, weeks after the Biden administration chose to stop turning away unaccompanied children. All children had been barred from entering the U.S. following a Centers for Disease Control and Prevention recommendation in March 2020 that the Border Patrol turn away adults and children in an effort to prevent filling small law enforcement facilities amid the coronavirus pandemic.

Nearly 17,000 of the 38,000 children released to adult sponsors over the past four and a half months were released in May alone, according to JooYeun Chang, acting assistant secretary for the Department of Health and Human Services Administration for Children and Families. Chang cited the new numbers in her opening statement submitted ahead of her testimony Wednesday before the House Energy and Commerce Subcommittee on Oversight and Investigations.

The Biden administration insists the southern border is not in a state of crisis despite its having 10 emergency child care shelters open nationwide to house more than 18,000 migrant children being held across government agencies as of Wednesday.

The number of children who came across without a parent or guardian has soared from roughly 5,700 in January to more than 9,000 in March. In March, 18,960 children came over, marking the most ever seen in a month, surpassing the previous record of 11,861 in May 2019. April saw 17,171 children arrive.

Chang touted her agency's success in moving children quickly out of Border Patrol facilities, where they are initially detained before being transferred to more appropriate facilities that are run by HHS and federal contractors. In March, the Border Patrol was struggling to move children in its care to HHS, which only had several thousand beds for children. More than 5,000 children were in Border Patrol's custody.

HHS searches for a family member in the country to release the child to. The process has historically taken more than a month, but the Biden administration has sped up the search to get it down to just under four weeks.

“I want to stress that this expedited process does not eliminate background checks for a parent or legal guardian,” Chang said. “The expedited process streamlines vetting procedures and eliminates bureaucracies in order to avoid unnecessarily prolonging the time that children remain in government custody.”

As HHS opened emergency shelters, including in Texas, California, Michigan, and Pennsylvania, children were able to be more quickly transferred to HHS. Border Patrol is presently averaging 700 children in its care at any time.
