{UAH} COVIDIOTS 2.0

This is utmost idiocy (See Daily Monitor newspaper clip from 23rd July 2021 attached). Individuals in African governments should stop turning their collective personal immature desires for cars into a national procurement priority. On top of all the more pressing development issues our nations face, there's a serious global pandemic right now urgently requiring vaccines, the nation hasn't yet purchased even a single vial, but is urgently buying athousand cars for roaming around aimlessly in the streets while putting on a serious face, yet just sitting there begging for donations for vaccines and waiting for whatever will be given to the country by good samaritan's abroad. What African words best describe this behaviour?
