{UAH} No money for vaccines but there's money for trivial issues

According to the Daily Monitor, "Parliament has released Shs 200m to each of the 529 MPs and 26 ex- officios (Ministers who are not MPs) to buy themselves vehicles. The Speaker, Deputy Speaker and Commissioners will also receive brand new vehicles"

This is where I get confused. Govt failed to buy vaccines during the first wave, and now 2nd wave,  but can afford salaries and other financial privileges for MPs? Are we led by serious people? Would the MPS sacrifice their vehicles' money towards buying vaccines.
