{UAH} SUBJECT: MAJOR GENERAL LOKECH SHOULD STOP PERPETRATING RELIGIOUS SECTARIANISM & HEINOUS RELIGIOUS PERSECUTION OF MUSLIMS IN UGANDA.

Allow me to start by saying that an entire decade of a murderous, evil and xenophobic conspiracy to stigmatize, marginalize & criminalize Islam in Uganda, hasn't gone unnoticed by the people of this country all faiths combined. They all know it, have all seen it, and have all even spoken out publicly about it in the press and across social media in the last decade. Especially following the shocking serial murders of Muslim clerics and the annual waves of late night arrests of Muslim youths, including mother's and their children, some of whom there whereabouts are unknown to this day, and nobody has even seen them presented before any court of law.

This religious sectarianism against Ugandan Muslims has cost so many lives. The conspiracy has even taken on more sinister dimensions beyond anyone's belief, starting with the State-engineered bloodbaths in eastern DR Congo since 1998 when UPDF illegally first took control of the area. Swaths of insecurity simultaneously emerged, reportedly intended to facilitate the unfettered plunder of rich mineral resources in the area, conveniently branded under a stage-managed ADF rebellion/terrorism so as to maintain UPDF control of the mineral rich area. A far wider plunder spree for which Ugandans have been made liable by the International Court of Justice in the Hague to pay Congo $10 billion dollars in reparations.

Another 2010 UN report on Congo has very clearly determined Uganda's involvement in funding and supplying weaponry to armed groups in the same "ADF area", thereby allegedly fostering the very instability that exists from the day UPDF entered the area, to this day. This information of state-orchestrated terrorism has already been publicly corroborated by the ADF leader Jamil Mukulu himself who has discussed how he was receiving facilitation from the Ugandan state. Before that, the masterminds of murders in Uganda were telling us that the disturbing assassinations in the country were just Muslims fighting amongst themselves. As if it is not something the country should worry about, or it is not the duty of the state to protect all life and property in this country. An attitude indicative of being content with the killings, at least having an intention to let the disturbing murders continue. Something that would surely suit only the serial perpetrator.

Uganda Police also produced an assassination hit-list of those already scheduled the be killed.

By that time, twelve Muslim clerics on that list were already brutally murdered, and two more would die soon after. Police was also reported to be illegally driving falsely-accused Muslim youths from Luzira maximum security prison in the dead of night, and forcing them to sign false confessions at the instigation of the Inspector General of Police. The accused refused to sign the false confessions. The courts of law have since found an accused cleric not guilty of all the quack ADF accusations that he was being framed of, including the police-orchestrated assassination list which mysteriously dissapeared from the news once individuals like myself publicly raised the compelling discrepancy that how could Muslim factions be killing each other based on a hitlist, yet both Muslim factions have names on the same kill list, and a list can only be written by one mastermind? This could only mean that it was one witch writing down the list against Muslims regardless of faction, and then sending loyal henchmen to kill those on that list.

To this day, nobody has answered this discrepancy, furthermore nobody has told the people of Uganda why those murders even occured.

Therefore the senseless killings and arrests of Muslims was just a hugely-orchestrated sectarian hate crime, but one that miscalculated the discrepancy that a simple murder list would raise. The Inspector General of Police at the time, Gen. Kale Kayihura, has since been indicted by the US government for grave crimes including Human rights violations, and is himself now on a US sanctions list together with at least now 12 other Ugandans.

When questions of discrepancies started increasingly pointing to police involvement in murder, suddenly there was an assassination of a police inspector Andrew Felix Kaweesi in 2017. An assassination which now had all the hallmarks of an attempt to divert the accusations from police, not minding to make an innocent officer pay the price with his life.

Remember that at the time, there were reports of spent M4 bullet cartridges sprawled at the crime scene. This brought an FBI investigation team on 17th March 2017. An M4 is an American military assault rifle. They were issued by the Obama administration exclusively to Uganda's Special Forces Command to help in the fight against terrorism. No other security agency in Uganda, or in the region, was issued with this high-powered weapon except SFC.

Instead, the weaponry was now reportedly being used to reign terror on innocent Ugandans plus murder disgruntled officials. The same weapon has been seen in cellphone videos of hijackings of individuals, particularly a 2019 footage where a man was being beaten and tortured to pulp, and then abducted in broad daylight in downtown Kampala central business district by plain clothes Ugandan security officials, and bungled into an awaiting taxi. Two of the men, one wearing grey khaki trousers, and another wearing a dark blue t-shirt, the last two individuals to jump into the awaiting taxi, were clearly holding the American military M4 Assault rifles donated by the US government to Special Forces Command (SFC) for purposes of fighting Al Shabaab (Watch that heinous broad daylight beating and abduction of an innocent Ugandan hear: https://youtu.be/46PxI0q26jo)

I would hereby like to inform the people of Uganda that the Trump administration quietly withdrew the M4 weaponry from SFC public use and put them in storage after this incident. I had actually written a public protest letter on social media months earlier to the then US President on 14th August 2018 (the anniversary of my late mother First lady Kay Amin's death) following the protests at the brutal senseless killing of Yassin Kawuma in Arua the night earlier, and the arrest of Bobi Wine and 33 others during campaigns for the city's by-election. In the letter to Trump, I raised the issue about the terrorist use of their Military equipment against innocent Ugandan civilians, with a picture of an SFC captain armed with an M4 rifle aimed at an ordinary Ugandan in downtown Kampala central business district that very day. I also tagged the US Embassy in Kampala in my public message to the US President with the photo evidence.

Months after, I noticed that the M4 had been withdrawn from SFC daily use, and since then, they are quietly back to their old, locally-assembled AK 47 rifles, while other special units like JATT (Joint Anti-Terrorism Taskforce) still have either Israeli and/or Chinese assault rifles like the Galil.

However, it is only US military equipment that comes with a rock-solid end-user agreement about what it can and cannot be used for.

Meanwhile, we all remember how Yassin Kawuma had been shockingly murdered on 13th August 2018 in Arua by SFC. An incident that brought the entire country almost to a standstill. From a secret hiding place, Bobi Wine tweeted that the murderers thought it was him in the vehicle. In any case, as a police officer, Loketch should actually be bringing to justice the murderer of an innocent civilian, and present the accused to the people of Uganda, plus before a court of law.

South African police have just thrown former president Jacob Zuma in jail for breaking the law. That is what the rule of looks like. Furthermore, if a US military M4 allegedly killed the late Andrew Kaweesi in 2017, and the same gun that killed him has now been forensically determined to be the same one used in the recent Katumba Wamala assassination attempt last month June 2021, then stop disturbing Muslims, and tell the people of Uganda why a secret sectarian SFC murder squad has been mysteriously murdering Ugandans for a whole decade of senseless extra-judicial killings mostly targeting Muslims, then also accusing Muslims of the murders?

In any case, Lokech and his co-conspirators should stop perpetrating religious sectarianism and religious persecution in Uganda. Actually his job is to guarantee the liberty, Human Rights and religious freedoms of every single Ugandan citizen without any discrimination whatsoever.
