Ugandan drugs are stolen and sold in DRC and South Sudan. When culprits are caught and paraded in court they admit to the offence. Why? The law provides for six months imprisonment or a fine of one million or both. So why can't Dr Diana Atwine, the Ministry of Health Permanent Secretary, push for a harsher law?
