{UAH} WHAT IS THE CURRENT STATUS OF UPC PARTY IN UGANDA?
Friends
As the Canadian election goes by, I need to go back to the Uganda politics for a second here. Time after time we have spent our lives going after sitting leaders. The Obote one government was such a chaotic government that affected so much of our young lives, especially if you were in Buganda. If you were not in Buganda you did not see that much of chaos. We had a very fertile region, we had massive coffee, cotton and food production, yet all the money out of those crops maintained none Buganda region than Buganda. Again over and over you have heard how proud some Ugandans are for they would walk to schools for free. That was money looted from Buganda. We did not start to sleep outside due to Museveni and Acholi being in Luwero, we actually started to run out of our homes in the night due to Akena Adoko. 1966 did not end well and again you had to be in Buganda to understand that chaos. Buganda has been a daily target of all none Baganda and that has made the region fail to develop its self for moneys that would have been invested into it, is just plowed out daily, for the out side regions always fail to understand that without Buganda there is actually no Uganda. Today we have even Rwandans them selves syphoning out of Buganda as much as they so can, even some pretending to be Ugandans.
Throughout this chaotic life I have wondered why we spend our life blaming only sitting leaders than the system used to oppress us as Baganda. Why do we fail to use the courts of law, the judges and constitution to protect ourselves? Why is it so hard to raise up today and we ask questions like who was in the General Service and what did he do? Who was in State research and what did he do? Who was in UNLA and what did he do? Who is in NRA and what is he doing? We fail to do it on past governments but we fail to do it as well on current governments. Paul Loketch was commanding in Somalia, he stole weapons of Uganda government and sold them to terrorists in Somalia, he raped women in Somalia, but he was investigated by United Nation, how did he manage to walk all that back but become a Uganda police Commander? And that is just one example of how we throw our hands in the air and walk to the next chaos. Given the way we kept quiet about his actions in Somalia do you expect the replacement to be any better?
Let me touch a few lines on UPC party for I do not need to stay that long. UPC was registered as a political party in Uganda, thus it was handed a right to run as all political parties in all countries run, go to the people, sell membership, make a political argument and get elected, that is the mandate the party was handed. Sell a platform to Ugandans if you convince them about that platform, you will become elected to office. The party sold membership, it wrote a platform and it campaigned to become elected. You can squabble over whether they won or the votes were rigged that is a debate of another day I do not want to go in, but the concept is what the party was registered under and allowed to operate, it followed it as the registration papers and Uganda laws stated.
So if all that was done by the registration act of Uganda constitution, under what authority did UPC get out of that arrangement and get authorization to wage a war on Uganda to come back to power in 1978/79? Was that also a part of its registration? The answer is no it was not. And I argue that what UPC party did was actually illegal and criminal, for no law in the Uganda registration act, that authorized UPC or any other political party, to ever use violence against the population, to get to power. If that is true, why not a single lawyer in Uganda has ever walked to a Uganda court of law and sued UPC? The party broke the law, it broke Uganda constitution, that was a guide, an arrangement, between its self and the population of Uganda, and that is a criminal offence. UPC party should have already been taken to court, and with a court’s order, becomes un registered and shut down. There are so many people that lost their lives in that war, and UPC as a political party should be held responsible for all of them. And I know that there were many lose canons that became involved into that Tanzania nonsense, but by far and large the single organization that combined all of them including Yoweri Museveni himself, was the UPC party. To be quite honest with you, after that case in filled in court, I would like to see the party dissolved, all its assets confiscated and sold so that the families that lost their lives in that war become compensated, all money they have in bank accounts cleaned out and UPC party declared an illegal organization in the country.
And we do that not for we are personal with UPC party but we have no reason writing laws in Uganda that we should never enforce. You simply cannot take UPC that walked out of our country and imported Tanzanians to show up on our shores at the same level with DP or KY that did not import them. We must be able to offer a carrot to political parties that lived under the party registration act, by going after those that break the law. Secondly when UPC party brought in the Tanzanians and they killed Ugandans, our keeping quiet about that broken law, gave them a comfort zone to now import in Rwandans that have done such a damage that is irreparable. Had we all as Ugandans gone after UPC party for importing Tanzanians as the hired assassins, on would have thought about importing Rwandans that have now become an infestation, like a disease all over the God man place including in this very forum. By allowing UPC party to walk free as we burry our own, any one, any organization, and even UPC its self can walk again in Uganda with a different country and kill as many as it needs to come to power. If Tanzanians walked in and Rwandans are here how about Somalis next? And what other assassins is UPC capable to bring to Uganda to retain political power, firkin A-Team?
What exactly is UPC party today, a political party by its registration standards, that sells a platform in a campaign to be elected, or a terrorist organization that hires assassins to come to power? It simply can’t be both.
