WHO EXACTLY IS A UGANDAN CITIZEN?
According to our laws, a Ugandan citizen is:
1. Any person born in Uganda and one of whose parents/grandparents are or were members of any of the indigenous communities existing and residing within the borders of Uganda as at the first day of February, 1926
2. Every person born in or outside Uganda and one of whose parents or grandparents were at the time of birth of that person, citizen of Uganda by birth
3. A child who is less than five years of age found in Uganda whose parents are not known is presumed to be Ugandan
4. A child under the age of eighteen years neither of whose parents is a citizen of Uganda, who is adopted by a citizen of Uganda upon registration shall be a citizen of Uganda
5. A person who successfully applies for and is registered as a citizen of Uganda
We've all probably heard about people who insist that there both Ugandan and a citizen of another country as well. "I am a Ugandan and a Kenyan," you'll hear someone say. But you've probably never believed. What this person has is dual citizenship.
WHAT IS DUAL CITIZENSHIP?
This means holding citizenship of two countries at the same time. Ugandan law recognises and provides for dual citizenship, this means it is possible to hold two citizenships of which one is Uganda. The possession of a third citizenship, however, disqualifies one from holding or being a dual national of Uganda unless the third citizenship is renounced.
WHO CAN APPLY FOR DUAL CITIZENSHIP?
a) Any person holding Ugandan citizenship and seeks citizenship of another country that allows dual citizenship and also fulfils the requirements for dual nationality OR
b) Any person who holds a citizenship of a country that permits dual nationality and also seeks Uganda citizenship and satisfies the requirements to grant dual citizenship.
WHICH OFFICES CANNOT BE HELD BY A DUAL CITIZEN?
a) President of Uganda
b) Vice President
c) Prime Minister
d) Cabinet Minister and other Ministers
e) Inspector General and the Deputy Inspector General of Government
f) Technical Head of the armed forces
g) Technical heads of Branches of the armed forces
i) Commanding Officers of armed forces units of at least battalion strength
j) Officers responsible for heading departments responsible for records, personnel and logistics in all branches of the armed forces
k) Inspector General of Police and Deputy Inspector General of Police
l) Heads and Deputy Heads of National Security and Intelligence Organizations, (ESO, ISO & CMI)
m) Member of the National Citizenship and Immigration Board
A person who is registered as a citizen of Uganda is given a serialized certificate of registration. After registration as a citizen of Uganda, that person gets all rights, duties and responsibilities of a Ugandan citizen such as the right to hold a Uganda Passport, the right to vote, even the duty to pay taxes.
