Can someone be a Ugandan by a matter of being married to a Ugandan citizen?
The spouse can apply after three years of marriage to be a Ugandan. The spouse would have to find out if their former country also allows for dual citizenship. If not, they would have to denounce their former citizenship and take on the new Ugandan one.
