{UAH} How has the indigenous communities been passing over their legal birth status

-- Birth and Death Registration Act came into force on 1 October 1973. Not mandatory. Repealed and replaced by the Registration of Persons Act 2015. Since 1926 as the 1995 Uganda Citizenship Act, how has the indigenous communities of Uganda been passing over their legal birth status (Citizenship) to their children when there has been no official government registrar until 1970?
